XIOPM’s Reform and Innovation Work Is Again Concerned by CCTV

CCTV News (News Network): Today is the first anniversary of the 19th National Congress of the Communist Party of China. Time is rushing and we are determined to move forward. In the past year, in the face of new changes in the domestic and international environment, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, more than 1.3 billion Chinese people have overcome difficulties and made progress, and opened up a new situation with new approaches. The report of the 19th National Congress pointed out that innovation is the first driving force for development. Over the past year, a number of reform initiatives in the field of scientific and technological innovation in China have been intensively introduced, and the innovation engine has shown a stronger driving force.

This year, China’s BeiDou Navigation Satellite System entered the peak period of global networking. Up to now, 16 BeiDou-3 navigation satellites have been launched into orbit. To achieve the goal of global coverage around 2020, China’s BeiDou is running ahead.

In the sky, the satellite networking speeds up, and on the ground, from the shared bicycles used by ordinary people, to the high-speed trains running from one end of China to the other, and to the unmanned vehicles in research and development, all of them are receiving the positioning signals from the BeiDou satellites.

Technological advances have brought new industries, and technological innovation is providing new kinetic energy for economic development. According to the data just released by the National Bureau of Statistics, the investment in scientific research in China exceeded 1.76 trillion yuan in 2017, and the contribution rate of China’s scientific and technological progress to economic growth has reached 57.5%. A new pattern of innovation-driven economic development, instead of factor-driven one, is taking shape.

We will use reform as an igniter to ignite the new engine of innovation and development. In the past year of the 19th National Congress of the Communist Party of China, reform measures to promote innovation have been released in succession.

The second meeting of the Central Leading Group for Deepening Overall Reform reviewed and approved the Actively Leading Organization of the International Big Science Programs and the Great Science Projects which plans that by the middle of this century, China will make continuous contribution to major global scientific and technological issues.

The Opinions on Deepening Project Evaluation, Talent Evaluation, and Institutional Evaluation Reform was released, and the enthusiasm and creativity of scientific researchers will be stimulated by these practical measures.

XIOPM of CAS is conducting a pilot program on equity incentives for scientific and technological achievements. Cheng Dong’s team is studying the world’s most advanced opto integrated circuit technology. In order to promote the industrialization of this technology, XIOPM supported the team in establishing an enterprise, and as for their research achievements, as a company shares, a large proportion are awarded to the team.

Only the reformers advance, only the innovators strengthen, and only the reformer-innovators win. At the Academician Conference of Chinese Academy of Sciences and Chinese Academy of Engineering held in May this year, General Secretary Xi Jinping issued a call for a new era to all workers in science and technology.

Major scientific and technological projects have been steadily advanced, and iconic scientific and technological achievements have constantly sprung up.

This year, the homemade passenger aircraft is moving from technology research and development to industrialization. Two domestic C919 large passenger aircrafts are being tested, and the third C919 passenger aircraft will also complete its first test flight before the end of the year.

This year, the successful development of somatic cell cloned monkeys in China was published in the world’s top biological journal “Cell” which marks China’s leading role in the field of non-human primate research in the world.

This year, the FAST radio telescope once again discovered pulsars in the distant universe which attracted global astronomers to explore the mystery of the origin of the universe.

This year, the “Chang’e IV” lunar probe will land on the back of the moon to realize the first launch of the human spacecraft on the back of the moon.

A new journey is opening to the great goal of building a strong country in science and technology.
