Recent days, Ministry of Science and Technology published a document which approved 104 units from all over the country to be state-level science-and-technology enterprise incubators, of which, CAS Star Incubator (hereinafter referred to as CAS Star), with XIOPM CAS as its innovation and entrepreneurship carrier, passed strict appraisal and ranked among the said incubators.
Science-and-technology enterprise incubator is a kind of scientific and technological entrepreneurship service carrier, aiming to promote the transformation of scientific and technological achievements and cultivate hi-tech enterprises and entrepreneurs. It’s the training base for innovation and entrepreneurship talents, key content of regional innovation system and important part of state innovation system. Its service object is scientific and technological innovative enterprise.
CAS Star is jointly initiated and established by the assets management company of XIOPM CAS, namely Xi’an CAS XIOPM Investment Holding Co., Ltd. and social investment institute. It specializes on service platform of hi-tech enterprise investment incubation in photoelectric information field and its operation company is Xi’an CAS Lichi photoelectric Technology Co., Ltd.
As one of the few state-level incubators under CAS, CAS Star intends to be the global first hard technology incubation base and the preferred partner of technology entrepreneurs. Its mission is to promote technological innovation, create excellent enterprises, and push China to return to top of the world. It aims to introduce into global leading personnel in photoelectric information field, incubate unprecedented technology with “a kind of skill to promote more development” feature, cultivate leading enterprises and explore technological achievements industrialization pattern with distinctive features.
In recent years, CAS Star, orientating to market and based on photoelectric information industry, has preliminarily explored four-in-one technological achievements industrialization and service pattern, namely talents + capital + technology + service, provided good entrepreneurship environment, all-sided personalized and professional service (including physical space, R&D support, investment & financing, human resource, law works, financial affairs, intellectual property, project declaration and entrepreneurship training and other basic value-added service mostly needed by newly-established hi-tech enterprises) for passionate and talented technological entrepreneurs and newly-established enterprises, and helped solve their worries behind.
In 2013, XIOPM and Xi’an Hi-tech Industries Development Zone jointly established “photoelectric incubation collaborative innovation project demonstration base”. Supported by technology resources of XIOPM CAS and policies stipulated by governmental departments of Xi’an Hi-tech Industries Development Zone, CAS Star has incubated 45 hi-tech enterprises till now, attracting social investment totaling 700 million and creating 2,000 posts, which has preliminarily formed photoelectronic integrated circuit chip, laser manufacturing, optical fiber sensing and other industrial cluster.
In September 2014, CAS Star was approved as provincial-level science-and-technology enterprise incubator by Science and Technology Department of Shaanxi Province, and then upgraded to state-level incubator in a few months, which will surely strengthen attraction of CAS Star and play an active role in its introducing into more top talents, incubating hi-tech enterprises, exploring technological achievements industrialization pattern of national institute and satisfying the sate, CAS, local place and people.
