On the afternoon of August 12, Construction Symposium of Industrial Parks of Xi’an City, Districts and Counties and Ceremony on Conferring Plate to the first Embark Bases for Small Enterprises and Micro-enterprises in Xi’an City were held in Jinghe Industrial Park of Gaoling County. “Demonstration Base for Optoelectronic Incubation Collaborative Innovation Project” declared by XIOPM was identified as the first Embark Base for Municipal Small Enterprises and Micro-enterprises by Xi’an Municipal Industry and Information Committee. Director of Xi’an Municipal Industry and Information Committee Zhang Xinmin attended the Symposium and conferred plates for units firstly received affirmation. 

In order to stimulate cluster development of small enterprises and micro-enterprises, promote construction of embark bases for small enterprises and micro-enterprises and improve entrepreneurship environment, Interim Measures to Manage Embark Bases for Small Enterprises and Micro-enterprises in Xi’an City was formulated specially which requires embark bases to be equipped with completed infrastructural facilities and supporting services, to provide counseling services in aspects of talents, financing, policy, technology, information and administrative acts agency, etc. “Demonstration Base for Optoelectronic Incubation Collaborative Innovation Project” declared by XIOPM, after being evaluated and reviewed by experts and experienced site inspection, was finally affirmed as one of the first six embark bases for small enterprises and micro-enterprises in Xi’an City. 

“Demonstration Base for Optoelectronic Incubation Collaborative Innovation Project” was jointly established by XIOPM and Xi’an Hi-tech Industries Development Zone in 2013 for the purpose of introducing global innovative talents in the field of optoelectronic information and incubating and cultivating hi-tech enterprises, with Investment Holding Company of XIOPM, CAS, the wholly-owned company of XIOPM as its operation unit. It has been one year since the establishment of demonstration base, and the base has introduced 11 high-end entrepreneurship teams and 22 entrepreneurship leading talents nesting in Xi’an Hi-tech Industries Development Zone in total, and preliminary formed optoelectronic integrated circuit chip industrial cluster, laser equipment & manufacturing industrial cluster and other clusters development effect.  

XIOPM, taking this as an opportunity, innovated mechanism and system, optimized entrepreneurship environment and policy system, created good atmosphere for high-end innovative and entrepreneurship talents and innovative development of incubated hi-tech enterprises, advanced the growth of hi-tech enterprises and made positive contributions to the cluster development of small enterprises and micro-enterprises in Xi’an City as well as transformation and upgrading of industrial parks.
