On July 24, the 8th Congress of Shaanxi Association for Science and Technology was solemnly opened. Secretary of Shaanxi Provincial Party Committee Zhao Zhengyong and Secretary of Party Leadership Group, China Association for Science and Technology (CAST) Shang Yong attended the congress and delivered speeches. Other participants included Shaanxi Provincial Governor Lou Qinjian, Chairman of Shaanxi Political Consultative Conference Ma Zhongping, Deputy Secretary of Shaanxi Provincial Party Committee Sun Qingyun, members of Shaanxi Provincial Standing Committee Guo Yongping, Wei Minzhou, Jing Junhai, An Dong, Mao Wanchun, Liu Xiaoyan and Chen Qiang, Deputy Directors of the Standing Committee of Shaanxi Provincial People’s Congress Hu Yue and Zhu Jingzhi. The congress was presided by Shaanxi Provincial Vice Governor Zhang Daohong. Director of XIOPM Zhao Wei and Secretary of Party Committee Ma Caiwen also participated in the congress as members of Standing Committee of Shaanxi Association for Science and Technology. Zhao Wei was seated on the rostrum as a member of presidium.
Regarding to simulating innovation energy of scientific and technological workers in Shaanxi Province, increasing technological innovation and promoting the construction of innovative province, Zhao Zhengyong made important instructions. He pointed out that we shall make the most of discipline and base, set Photoelectron Innovation Park of XIOPM and Innovative Post of Xi’an Jiaotong University as demonstration sites, cater to people’s livelihood and market requirements so as to carry forward the products R&D in preponderant areas, speed up the cultivation of innovative hi-tech enterprises, promote the transformation of more scientific research achievements and make greater contributions to construction of an innovative province.
In early July, Zhao Zhengyong investigated and surveyed XIOPM, and invited Director Zhao Wei to introduce the advanced experience concerning transfer and transformation of scientific and technological achievements. XIOPM’s reform and innovation, exploration and achievements in breaking the “chronic malady” between science and economy, and planning on establishing optoelectronics industrial cluster received appreciations from main leaders of Provincial Party Committee and People’s Government who suggested to spread the advanced concepts and experience of XIOPM’s innovative scientific & technological system and mechanism, innovative talents construction mode, innovative achievements transformation mode in order to encourage more scientific research institutes in Shaanxi Province to engage in building Shaanxi an innovative province.
Zhao Zhengyong also noted that the scientific and technological workers in Shaanxi Province shall study the spirit of the important address made by General Secretary Xi Jinping at the conference of academicians of the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), that is to propel conference deploy based on construction of innovative province, take on responsibilities vested by epoch, play unique role, carry forward innovative culture, uphold scientific spirit, strive to be the practitioners of self-dependent innovation, pushers of reform and development, leaders of times progress and performers of socialist core values, and provide continuously scientific and technological support for the scientific development and sustainable development of Shaanxi Province.
After the congress, Secretary of Party Leadership Group, CAST Shang Yong headed to XIOPM for investigation and survey.
