In the afternoon on July 11, President of Xi’an Branch CAS and Director of XIOPM Zhao Wei was invited to make the special report on the Learning Conference of the Main Panel of Provincial Standing Committee upon XIOPM’s explorations and experiences in the aspects of scientific and technical system reform and achievements transfer and transformation. More than 70 leaders of provincial and department level, including Secretary of Shaanxi Provincial Party Committee Zhao Zhengyong, Governor of Shaanxi Province Lou Qinjian, Deputy Secretary of Shaanxi Provincial Party Committee Sun Qingyun and Executive Deputy Governor of Shaanxi Province Jiang Zelin participated in the conference. For the first time in history of XIOPM, report is made on the collective learning conference of Provincial Standing Committee.  

Director Zhao Wei’s report focused to introduce XIOPM’S actions and achievements obtained in the aspects of promoting concept and philosophy changing, removing barriers, openly establishing institutes, innovating scientific research modes, etc. For instance, he talked about attracting innovative, career-creating and leading talents from the whole world, building innovation system with multiple systems co-existing and industry-university-research cooperating, freeing scientific staff’s maximum vitalities of innovation and career-creating, and forming good situation like “talents inflowing into the Northwest”. He introduced the market-oriented innovative career-creating mode that concentrated on four elements including talents, technology, service and capital. Under this mode, XIOPM has established high-end optoelectronic incubator which gathers multiple close services together and set up the first angel fund in the Northwest, which is a bold exploration of accelerating achievements transfer and transformation and breaking the “chronic malady” between science and economy. In addition, director Zhao Wei proposed detailed suggestions on specific targets, planning and modes of fully mobilizing and using advantages and industrial resources in the field of optoelectronic integrated circuit of Shaanxi province, forging industrial cluster of optoelectronic integrated circuit chip, and founding research institute with leading optoelectronic integrated circuit technology. The report was excellent and successful and received high affirmation and praise from core leaders of Shaanxi Provincial Party Committee and The People’s Government of Shaanxi Province.  

As for the director Zhao Wei’s proposals and ideas that removing “mind barriers” and opening the national research platform which belongs to all taxpayers to outstanding talents, Secretary of Shaanxi Provincial Party Committee Zhao Zhengyong showed his approval and said “they are thoughtful and advanced”. He paid high attention to the projects concerning economy and livelihood that incubated by XIOPM and said that he hoped they would be successfully transformed in Shaanxi. He stated that support would be focused on XIOPM’s planning of founding institute with leading optoelectronic integrated circuit technology in Shaanxi, highly appreciated XIOPM’s proposal of establishing hi-tech enterprises in 2017 and hoped it would play a good role in building an innovative province. Secretary Zhao Zhengyong demanded departments of provincial government to support XIOPM as an industry-university-research demonstration unit. Provincial governor Lou Qinjian positively commended XIOPM’s innovation and reform practice, fully affirmed XIOPM’s leading role in planning of founding institute with leading optoelectronic integrated circuit technology and showed that the provincial government would actively give support and devote great effort to plan it.  

Previously, on July 3, Secretary of Shaanxi Provincial Party Committee Zhao Zhengyong came to XIOPM for investigation upon national scientific institutes’ innovation and leading role in building an innovative province. During the investigation, secretary Zhao Zhengyong gave high praise of XIOPM’s reform and innovation and the exploration and effectiveness of breaking the “chronic malady” between science and economy, appreciated director Zhao Wei’s thought and action, and immediately invited director Zhao Wei to make report on the learning conference of the main panel of provincial standing committee. He wanted director Zhao Wei’s thought to be spread in the province, lead and promote national scientific institutes to blend into local economic development and make key contributions to building an innovative province.
