We shall spread your ideas throughout the whole province in order to have more state-owned or central scientific research institutes to serve local developments and blend into the local places. I believe an innovative province can be established soon if all national scientific research institutes in Shaanxi Province hold such thoughts and take such actions.” said Secretary Zhao Zhengyong.
On July 3, mobilization meeting upon building an innovative province was held in Shaanxi Provincial Party Committee and The People’s Government of Shaanxi Province. Afterwards, Zhao Zhengyong, the secretary of Shaanxi Provincial Party Committee, in the company of Zhang Daohong, vice governor of Shaanxi Province as well as other leaders from concerned departments of Shaanxi Provincial Party Committee and The People’s Government of Shaanxi Province, investigated and surveyed XIOPM specially with focus on the issue about how the national scientific research institutes in Shaanxi Province can play leading roles in innovation.
Zhao Zhengyong first headed to Scientific and Technological Achievements Exhibition Hall, visiting the important scientific and technological achievements obtained by XIOPM in recent years, and inspecting new progresses and results achieved from scientific and technological achievements transformation in the fields like optoelectronic integrated circuit, laser technology, optical fiber sensing technology, medical treatment and health, etc.
In the meeting room of XIOPM, director of Xi’an Branch, CAS and director of XIOPM, Zhao Wei reported the work of Branch Academy, scientific research and industry-university-research cooperation of XIOPM to secretary Zhao Zhengyong, and proposed important suggestions upon building Shaanxi an innovative province.
Zhao Zhengyong spoke highly of the innovative scientific research model of XIOPM and results obtained from site transformation of scientific research achievements. I believe an innovative province can be established soon if all national scientific research institutes in Shaanxi Province hold such thoughts and take such actions.” “We will invite Zhao Wei to make report on the Learning Conference of Main Panel of Shaanxi Provincial Standing Committee” he added. He also expressed his hope that relevant departments of The People’s Government of Shaanxi Province shall spread the innovative ideas of director Zhao Wei throughout the whole province to promote local economic development and make contribution to construction of innovation province.
With regard to the goal “Construction of Innovative Province” set by Shaanxi Province, Zhao Wei suggested to set up research institute with leading optoelectronic integrated circuit chip technology, establish optoelectronic integrated circuit collaborative innovation test base, distribute 2 industrial clusters “laser equipment & manufacturing and optoelectronic integrated circuit chip” so as to make the optoelectronic industrial cluster a larger and stronger one with advanced leading level.
Secretary Zhao Zhengyong showed his complete agreement on the above proposals. He believed that Shaanxi is fully able to set up research institute with leading optoelectronic integrated circuit chip technology, and asked XIOPM to formulate establishment plan of such research institute and development planning of scientific and technological achievements transformation, prepare expected scientific and technological achievements transformation list and report to The People’s Government of Shaanxi Province who will offer full support to the transformation.
Zhao Zhengyong also gave his high praise to Xike Angel Fund founded by XIOPM for its positive role on risk investment in the preliminary stage of scientific and technological achievements transformation, and said the government will help to expand the scale of Xike Angel Fund to promote more transformation. Besides, he made requests on planning scientific and technological resources, perfecting operation and development system and mechanism of scientific research institutes and regularly and effectively arranging scientific research expenses.
Zhao Zhengyong claimed that Shaanxi Provincial Department of Science and Technology, Shaanxi Provincial Development and Reform Commission and other concerned authorities shall sustain their attentions on XIOPM, build institute-local authority strategic alliances with XIOPM, create service platform, stimulate site industrialization of scientific research achievements, incubate more first grade hi-tech enterprises, eventually speed up the process of building Shaanxi an innovative province and promote the economic development of Shaanxi Province.
