On March 6, the CAS vice-president Yin Hejun took an inspection visit to XIOPM in the company of party and government executives of XIOPM, including the Director Zhao Wei and the Secretary Wu Wenbin and they reported to Yin Hejun as well.

After hearing the process and propulsion measures of “One Orientation, Three Major Breakthroughs and Five Cultivation Focuses (One-Three-Five)” reported by Director Zhao Wei, going through deep communication with concerned executives and researchers upon the goal, propulsion technology route and key measures of “One-Three-Five”, the vice-president Yin Hejun raised many profound issues and the meeting lasted for five hours. Meanwhile, aiming at helping XIOPM get significant progress of major breakthroughs and key cultivation focuses, Yin Hejun specially focused on the problems and difficulties during the propulsion process and the support that XIOPM may needed from CAS.

Director Zhao Wei’s Report on the Propulsion Situation and Measures of the Deployment of “One Orientation, Three Major Breakthroughs and Five Cultivation Focuses”

Yin Hejun emphasized that the central government proposed to establish an innovation-oriented country and was on an urgent demand of technological innovation, so XIOPM shall earnestly take responsibilities and gain sound achievements; when performing the responsibilities, XIOPM not only needed a good deployment and propulsion of the Twelfth Five-Year Plan but also had to focus on new cultivation orientation to lay a foundation to the follow-up development and important production of the Thirteenth Five-Year Plan.

Yin Junhe said that the “One-Three-Five” of XIOPM had a great aim, unique feature, strong challenge and aggressive propulsion and it reflected the deployment and propulsion requirements of the Party Committee of CAS; its realization could improve the competence of XIOPM and make a great influence on the technological development, applications extending of scientific results and improvement of relevant competence of our country.

About how to boost the “One-Three-Five” better, Yin Hejun proposed several advices. He required XIOPM to go further in distilling, deepening and detailing the “One-Three-Five”, make organic combinations of works in present and future, traditional and new disciplines and signification achievements and new-oriented cultivation. He said that during the Eleventh Five-Year Plan, XIOPM gained some sound achievements which greatly improved its technology and extended its research fields. He expected XIOPM to make persistent effort, make more influential gains in the Twelfth Five-Year Plan period and move closer to the international arena. Yin Hejun finally stressed the significance of safety, security and confidentiality.
