In the morning on March 8, 2019, People’s Government of Tongchuan city, Xi'an Institute of Optics and Precision Mechanics (XIOPM) and Northwest University signed the Agreement on Jointly Establishing Shaanxi Center for International Research on Advanced Optical Technology (hereinafter referred to as “Center”) in Tongchuan new district.
Member of the Standing Committee and executive vice mayor of Tongchuan city Yan Weijia, the vice mayor Liu Li, secretary of the Party Committee of XIOPM and deputy director (work leader) Ma Caiwen, deputy director Xie Xiaoping, member of the Party Committee of Northwest University and vice president Chang Jiang, and representatives from competent authorities and management committee of Tongchuan city, Northwest University and organs and relevant offices of XIOPM attended the signing ceremony. The signing ceremony was held by the vice secretary general of Tongchuan government Zheng Shengming.
On the signing ceremony, Xie Xiaoping represented XIOPM to give a brief introduction to the profile of the Center, then Liu Li, Xie Xiaoping and Chang Jiang, in the front of the persons including Yan Weijia and Ma Caiwei who attended as witnesses, represented People’s Government of Taongchuan city, XIOPM and Northwest University to sign the Agreement. Afterwards, Chang Jiang and Ma Caiwen separately addressed the ceremony.
Chang Jiang introduced the basic information of Northwest University, saying that signing the agreement is an important step of the three parties to implement the strategy outline of innovation-driven development proposed by the state and realize sci-tech driving local economic development, that it represents that the three parties take a further step to the cooperation in Opto-Electronic Integrated Circuit (OEIC) industry, and that it will surely lay a solid foundation for the deep cooperation in the future. He also expressed a desire to make progress together, realize common development and make more contribution to satisfy the national strategic needs. Ma Caiwen extended warm congratulations to the agreement signing. When addressing the ceremony, he said that XIOPM is an institute which is also a comprehensive scientific research base and mainly engaged in research on strategic hi-tech innovation and the application basis; that it has made achievements on frontier research of optics and meeting the national major demands; that it has successfully accomplished a series of key projects including the Chang’e Projects, manned space flight and etc.; that it is brave in exploration in the aspect of transformation of research findings and forms the “XIOPM Mode”, which is highly praised by the leaders of the Party and the state and the CAS and the local government; and that as a central-government unit in Shaanxi, XIOPM is getting more and more connected with the local government, it is responsible, confident and capable of its own foundation and shall make contributions to the economic and social development of the local place.
Finally, Yan Weijia concluded that facing the situation of resource exhausting and upgrading environmental requirements, the people’s government of Tongchuan city is positively pursuing economic restructuring and striving for being national economic and technological development zone as of the “12th Five-Year Plan”; that People’s Government of Tongchuan City, together with XIOPM and Northwest University, establishes the Center, which will be a major support of realizing the goal; and that the government next will actively improve the business environment, upgrade the service level, ensure the policies implementation and promote the construction and development of the Center.
The Center will take advantages of the resources of XIOPM and Northwest University to cultivate technical forces for OEIC industry of Tongchuan city, create environment for scientific research, provide academic support, promote OEIC industry in New Materials Industrial Park of Tongchuan city to realize leapfrog development, attract top talents of OEIC industry into Tongchuan, promote the transformation of research findings and serve the economic and social development of the local place.
