In 1962, CAS Party Group and Party Group of the Ministry of Mechanical Industry No.2 decided after consideration to establish Xi’an Institute of Optics and Precision Mechanics (XIOPM), headed by Gong Zutong, a famous scientists, one of founders of China’s optics undertakings and member of CAS, supported with a batch of core technical members from Changchun Institute of Optics and Precision Mechanics, deputy director Su Jingyi with the New Technology Bureau of CAS, and some members from Applied Optics Institute, etc.
In 1963, XIOPM undertook the task of developing 200,000 times/s high-speed camera and long focus Kerr cell high-speed camera, starting its pioneering works with great difficulties in an mode of “preparation, scientific research and training cadres at the same time”. In June 1964, XIOPM completed development of the high-speed camera.
In 1967, our Institute successfully developed 2.5-million-piece-per-second high-speed camera.
In 1971, Model GS240/35 high-speed camera was developed successfully, starting to serve tests of China’s missiles, satellite launching and development of conventional weapons.
Through decades hardworking and pioneering, our Institute has become leading in research of high-speed photography internationally, developed various types of high-speed photographing equipment, improving optical-mechanical high-speed photography frequency from decades pieces to 20 million pieces；image converter high-speed camera’s time resolution from micro-second（10-6seconds）to Nanosecond （10-9seonds） to pico-second （10-12seconds）. After reform and opening-up, Heather, former chairman of International High-speed Photography Society and famous high-speed photographer, was surprised at XIOPM when he paid a visit here, thinking XIOPM is one of few high-speed photography research institutions with complete technical system and outstanding performance in the world, for which he recommended Master Gong to be winner of Photo-Sonics Award, an honorary medal of international high-speed photography.
Mr. Gong, farsighted, took the first to carry on researches of fiber optics, gradient refraction index optics and special optics material, etc, successfully developed China’s first piece of radiation resistant optical glass, first piece of optical fiber, first set of optical fiber gastroscope and first self-focusing mini lens, laying solid foundation for development of these disciplines and fields.

Entering 1980s, XIOPM met new times of reform and opening-up, with Academician Xue Mingqiu, Academician Hou Xun and Research Fellow Zhao Baosheng as the director respectively. They, following CAS’s principle for institute development, pioneered and struggled, actively reform, constantly intensified scientific and technological system reform, adjusted research topics, expanded discipline fields and scientific research and development direction and made aggressive efforts to undertake national major research tasks in researches of transient optics and optoelectronics, photoelectric engineering, space optics and information optics, etc, by facing national strategic development, national economy construction and national demand for security, developing XIOPM into a comprehensive research-base institute centering on hi-tech innovation and applied basic research under CAS gradually.
During the period, XIOPM has developed its own characteristics in research of transient optics and optoelectronics, held non-replaceable position domestically and had certain influence internationally, with some research topics advanced internationally. In 1991, approved by relevant authorities of China, national key laboratory of transient optics was established in the Institute, to undertake national 8th Five-Year-Plan major basic research climb project “femotosecond laser technology and ultrafast process research”, with Academician Hou Xun as the chief scientist. The project won six internationally-advanced achievements during the “8th Fivey-Year Plan” period, and made ultra-short laser pulse generation technique from former 19 femotosecond of internationally highest level to 12 femotosecond. Academician Niu Hanben-led project group developed femotosecond image converter time resolution to 300 femotosecond, and X-ray pico-second scanning and 分幅technique to be advanced internationally.
Space optics is a discipline quickly rising in later “8th Five-Year Plan” of our institute. In 1993, our institute established Space Optics Research Department, which has developed its own characteristics in high resolution visible imaging, hyper-spectral imaging, small satellite CCD camera and special space detection, etc. In addition, Academician Xue Mingqiu with our institute also put forward the concept of variable focus remote sensing camera, winning support from the 863 Program of China, and office started pre-research of key technologies in 1996, being of important significance to China’s space remote sensing development and national security. Interference imaging spectrum technology is the important development direction of space remote sensing technology, and the frontier on which international imaging spectrum technology focuses. Under support of the CAS, XIOPM has made major progress in research of key technology.
In 1999, CAS began to carry out knowledge innovation project pilot, with Xiang Libin as XIOPM’s executive vice director and director in succession. Under active cooperation and support of the all staff members with the institute, a series of reform and innovation has been made as planned and scheduled.
In order to enhance cohesion and improve competition, in 1999 our institute started to formulate innovation culture plan, developing the institute innovation culture philosophy system consisting of core value, organization value, research style and core philosophy, etc. Implementation of innovation culture made great change taken place with all staff members’ spiritual outlook, and the spirit of loving XIOPM and dedication to XIOPM go deep into the hearts of the members.
At the same time, through refining and improving technical innovation target, our institute has determined nine innovation directions in three aspects of basic research and applied basic research, strategic hi-tech innovation and hi-tech industrialization: 1) optical excited super-wide band electromagnetic radiation mechanism and key technology；2) femotosecond laser manufacturing technology；3) visible earth observation and relevant technology；4) imaging technology；5) detection technique；6) smart munition image information quick acquisition technology；7) underwater dynamic target photoelectric detection technique；8) gradient refraction index component and its industrialization；9) optical fiber sensing technology and its industrialization.
On May 11, 2001, our institute, as a member of photoelectric group（under preparation）, was included in the pilot CAS knowledge innovation project, which is a landmark in our institute’s development history.

In Oct. 2005, under deep concerns and great supports by CAS, Shaanxi Provincial Government, Xi’an Municipal Government and Xi’an Hi-tech Zone as well as relevant leaders, through meticulous operation and direct instruction of leading teams of our institute and with devoted labor of all construction members, the biggest park construction project in our institute’s history was completed after hard working for two years and four months, making a dynamic modern first-class research park stand and put into use in the new-type industrial park of Xi’an Hi-tech Zone.
Since 2005, Zhao Wei has been executive vice director and director of XIOPM in succession. That same year, XIOPM smoothly developed into CAS Phase III innovation project. During the period, XIOPM made great success one after another in space optics, building it into one of few dynamic players in space field.
In Sept. 2006, CAS XIOPM successfully held the 27th International Conference of High-speed Photography and Photonics Conference in Xi’an once again, with near 300 attendants of top academic authorities (national representative in the research field of their own country), relevant experts and scholars in high-speed photography and photonics field respectively in the 15 countries of China, US, Russia, UK, Germany, Japan, Sweden, Australia, Canada, France, India, Holland, Israel, Poland and South Africa, etc.
Since Phase III innovation, XIOPM took talents work as a strategic arrangement to introduce several domestic and foreign senior talents, so as to promote research achievements transformation and discipline development of the Institute, boldly push ahead with system and mechanism reform, and actively explore production, teaching and research operation mode, on the basis of which, the Institute has established advanced photoelectric and biology material research and development center and Focuslight Technologies Co., Ltd, with encouraging performance gained.
At the same time, XIOPM always lay stress on intensifying international cooperation and institute-local-authority cooperation to carry on long-term cooperative research with Xi’an Jiaotong University, Beijing University , CAS Electronic Institute, CAS Chemistry Institute, CAS Institute of Botany, Xidian University, Northwest University, Nankai University and Tianjin University, etc, and extensive exchanges and cooperation with US University of Michigan’ Ultrafast Optics Research Center, Swiss Federal Institute of Technology, University of Marburg, Germany, US Kansas State University, Italian “Comprehensive Photon Network and Technology Research Center”, Common Physics Research of Russian Academy of Sciences, etc, of which “China/Italy Ultrafast Joint Laboratory of Photon Communication” has been officially included in the Sino-Italy sci-tech cooperation project frame.

In Sept. 1988, the 18th International Conference of High-speed Photography and Photonics was held in Xi’an successfully, sponsored by Chinese Optical Society, undertaken by XIOPM and with Mr. Yan Jici and Mr. Wang Daheng, forerunners of China’s optics undertakings, as honorary chairman and chairman respectively;
In 1991, as approved by relevant national authority, national key laboratory of transient optics technology was established;
In 1991, the Institute started pilot CAS knowledge innovation project;
In May 2001, our institute was included into CAS knowledge innovation project as one of members of photoelectric group（preparation）;
In Nov. 2003, the national key laboratory of transient optics technology was changed into National Key Laboratory of Transient Optics and Photon Technology as approved by the Ministry of Science and Technology;
In Oct. 2005, XIOPM modern new park was completed and put into use;
In Sept. 2006, CAS XIOPM successfully held the 27th International Conference of High-speed Photography and Photonics Conference in Xi’an once again;
